Abstract

Many large dam owners and regulators around the world have recognized that risk-informed decision-making methodologies are an important part of best practices in dam safety management. Alberta Agriculture and Irrigation (AGI), as the major dam owner in the province of Alberta, Canada, makes use of a semi- quantitative Potential Failure Modes and Effects Analysis (PFMEA) methodology for the identification and prioritization of dam safety risks. For selected key failure modes, this is supplemented by a Quantitative Risk Assessment (QRA) methodology. These two approaches provide the basis for AGI’s risk-informed decision making for dam safety. QRA is the highest level of risk analysis for dam safety. It helps dam owners prioritize the use of engineering models and methods and employ structured interaction among experts to achieve a well-documented risk analysis that captures the range of technically defensible interpretations of data, models, and methods used in the risk analysis.

In this presentation, a brief overview of the risk assessment methodology and the details of the QRA process used for dams in Alberta, including case studies of event tree development, probability estimation, and the approaches used to model project specific details will be presented.

Bio

Mohammad (Mamun) Al-Mamun has over twenty years of experience in geotechnical, geoenvironmental, and infrastructure engineering. His areas of expertise include design and construction of embankments dams and waste dumps, dam safety management (water, hydropower, mining), risk assessment, regulatory compliance, tailings management, large scale site investigation, foundation characterizations and instrumentation programs as well as laboratory and in-situ testing, and construction management. Mamun is member of Independent Technical Review Boards (ITRB) and acts as Engineer of Records (EoR) for mining dams.

Mamun is an active member and an instructor of the Canadian Dam Association (CDA). He chaired technical committees, working groups and organizes workshops and conferences for CDA, Tailings and Mine Waste (TMW) and Canadian Geotechnical Society (CGS).
